Achievements + Disaster deployment fix

-Fixed an issue with the achievement manager that would prevent achievements for being awarded or that would award achievement even if you lost a scenario (when the achievement required you to win that scenario) -Fixed a potential issue where "deploying" a disaster would "stay stuck" at deploying.
